What a visa is
ICA describes an entry visa as advance permission to travel to Singapore and request entry; it is not an immigration pass.
🇪🇪Assistance for holders of the Estonian Alien’s Passport
This page is for people who travel on the Estonian Alien’s Passport, called the Välismaalase pass in Estonian. It is not about passports issued to Estonian citizens. You will find what the document is, what ICA has and has not said about it, the conditions of our own service, the checklist, our prices and our terms. The online application is not open yet.

Not a recognition decision
You can ask for single or multiple entry. The Singapore authorities decide what is granted, and ICA assesses whether the document is recognised.
Each applicant checked on their own
Every traveller, a child as well, has an individual application, and we look at the document and the residence conditions before accepting it.
Estonia issues the Välismaalase pass, the Alien’s Passport, to certain foreigners who live in Estonia. This page explains how our private visa application assistance applies to holders of that single document, and where the position is unsettled.
The Singapore Immigration & Checkpoints Authority (ICA) decides who may enter Singapore. What it has published about alien’s passports is general and does not name the Estonian document, so please read the eligibility section before you commit any money that cannot be returned.
We are a private service and not a government body. We do not decide visa applications and we do not decide whether a document is recognised. We review your document, explain what is needed, check what you send and process the application if we accept it. Nothing on this page promises approval, recognition or entry.
Before accepting an application we look at your document and at your residence status, and we apply our current eligibility criteria.
What each traveller has to provide is collected in one list.
When we have accepted your application and the file is complete, we process it and submit it through the applicable Singapore visa application channel.
If a visa is granted, it is sent to you as an e-Visa at the email address in your application.
Most problems with this kind of document come from small mismatches: a name typed without its Estonian letters, dates that do not fit together, a photograph that is out of date, or a residence document that has lapsed. Check those first.
Singapore ICA lists an Alien’s passport among travel documents that require an entry visa and are subject to assessment of recognition. Estonia issues the Välismaalase pass as its alien’s passport. ICA’s published guidance does not specifically name this Estonian document or confirm its recognition. Our assistance is subject to an individual eligibility review and to our residence conditions. Neither visa issuance, document recognition nor entry is guaranteed.
The Estonian Alien’s Passport, the Välismaalase pass. Eligibility depends on the document you actually hold and travel on.
As described by Estonia’s Police and Border Guard Board and in Estonian law, it is a travel document of the Republic of Estonia issued to certain foreigners who hold a valid Estonian residence permit or right of residence and who have no travel document from another country and cannot obtain one. It is issued for up to ten years but not beyond the residence permit or right of residence. It is a separate document from the passport of an Estonian citizen. This is background, not an ICA statement.
Passports issued to Estonian citizens are not part of this category, and nothing here suggests that their holders need this service. The page makes no statement about them.
We assist eligible holders of the Estonian Alien’s Passport (Välismaalase pass) who have a valid Estonian residence permit or right of residence, subject to individual document verification, Singapore immigration requirements, and assessment of travel-document recognition.
Permanent-resident status specifically is not required by our agency. Applicants with a valid Estonian residence permit or right of residence may be considered, subject to individual eligibility assessment. This is our service policy and does not represent a document-recognition decision by Singapore ICA.
We verify your document and your residence documents and apply our current eligibility criteria before accepting an application. We may ask for more information, and we will tell you if we cannot assist.
ICA’s page on its Visa-Free Transit Facility does not mention alien’s passports, so we do not assume that any transit exemption applies to this document.
Every traveller, whatever their age, has an application of their own and a document in their own name. A parent or guardian prepares the details and photograph of a child.
Meeting our checklist does not mean that ICA recognises the document or will grant a visa, and we cannot promise acceptance to any applicant. A valid residence permit or right of residence does not by itself establish recognition of the document for entry into Singapore.
This checklist follows our requirements page. Each item says whether it is a requirement of our service or rests on general ICA requirements, and we may ask for more in some cases.
Our service requirement
When the application opens, each traveller, a child as well, will complete an online application.
Everything you enter has to agree with the document and with your supporting papers.
Based on general ICA entry requirements
A clear colour scan of the biodata page of the Välismaalase pass, so that the photograph, full name, document number and other identity details are readable.
The passport needs at least six months of validity on the day you are due to arrive in Singapore. This is ICA’s general rule for passports, not a statement about this document.
Our service requirement · Estonian Alien’s Passport holders
Evidence of a valid Estonian residence permit or right of residence, as specified on our requirements page.
Permanent-resident status specifically is not required. This is a condition of our service for this document and not a rule that ICA has published.
Our service requirement
A confirmed hotel booking covering at least three nights, at a hotel rated at least three stars.
Airbnb and other private accommodation are not accepted, and neither are invitations from friends, relatives or companies. These are standards of our own submissions and not rules for every visa application.
Our service requirement
Confirmed tickets or reservations showing the date you arrive in Singapore and the date you leave. Air, rail and bus are all fine.
Our service requirement · only if it applies to you
If you are employed: a current employment certificate or a letter from your employer.
If you work for yourself or own a business: a business registration document or a trade licence.
Photo must meet ICA requirements
A recent, good-quality colour photograph of each applicant, with the face clearly visible, that meets the Singapore visa photograph requirements.
Sample images of a passport data page and of an acceptable photograph are on our requirements page.

This is our separate price category for the Estonian Alien’s Passport. All amounts are in US dollars (USD) per applicant and are all-inclusive: the ICA government visa fee and our professional service charge are both included and are never shown as separate items. Only single-entry and multiple-entry are offered, and normal and express service are shown next to each other.

The two timings below are our own estimates of the working time we need once your application is accepted and complete. They are not dates that we promise.
Estimated processing time
Up to 8 days
A sensible choice when your travel date is not near and your papers are ready.
Estimated processing time
Up to 4 days
It costs more and has a shorter estimate, which can help when time is tight. It describes our own service option; ICA and other authorities are not obliged to decide faster.
ICA advises applying for an entry visa within 30 days before arrival. Have the papers ready before that window starts, then agree a submission date with us that matches your trip.
We count our estimates from the moment your application is accepted and complete. A missing paper, or a correction we ask for, makes the total longer.
Checks on the document or questions from the authorities can stretch processing beyond our estimate, and they can end in a refusal.
The online application is not live. What follows is the process we are building, and for now only the first step is possible.
Step 1
Work through the checklist: a scan of the Välismaalase pass, proof of residence status, a photograph, a hotel booking, tickets and, where relevant, proof of work or business.
Step 2
Once the service opens, you complete one application per traveller, with the details exactly as printed in the document.
Step 3
We review the document, the residence papers and our eligibility criteria. If we can assist, you upload the documents and pay for the service you chose inside the application. Paying on this website is not possible yet.
Step 4
We read through the file and email you if anything has to be corrected. When it is complete and verified, we process it and submit it through the applicable Singapore visa application channel.
Step 5
A granted visa reaches you by email as an e-Visa. If the application is refused, we tell you and forward any refusal notice that we receive.
This website has no working application form or checkout at the moment. Until one exists, prepare with this page and the requirements page.
Many avoidable problems begin with these two items. The six-month rule is a general ICA rule, and the remaining points are standards we use when we submit.
Based on general ICA entry requirements
Count the six months from the day you arrive in Singapore, not from the day you apply. Look at the expiry date printed in the passport itself, and renew the document before submitting if it will not last that long.
Scan the whole data page in colour, flat and without glare, so that photograph, name and number can all be read.
Preparation advice, not an ICA requirement: copy the spelling from the data page into every form and booking. Estonian names can contain ä, ö, õ, ü, š and ž, which a booking site or an airline may drop or replace, so make tickets and the hotel booking match the document letter by letter.
Take the original document with you on the trip; for the application we need only a digital copy of the data page.
Photo must meet ICA requirements
Our requirements page explains these points, and the photograph also has to satisfy ICA’s own photograph requirements:
The dates on a visa are easily mistaken for the time you may spend in Singapore. ICA treats them as separate matters.
ICA describes an entry visa as advance permission to travel to Singapore and request entry; it is not an immigration pass.
ICA officers decide at the checkpoint whether you are admitted. A visa does not guarantee entry, and recognition of the document is part of ICA’s own assessment.
The Visit Pass you receive on arrival sets how long you may stay. ICA describes that period as different from the visa’s validity, and you must not stay beyond it.
We promise nothing about recognition, entry type, validity or length of stay: they follow from ICA’s decisions and from the visa that is actually granted.
The simplest approach is to treat every traveller, of any age, as a separate application.
Each person travelling files individually, whether parent, child or friend, and the price is charged per applicant.
ICA expects each traveller to hold an individually issued travel document, so a child cannot be added to a parent’s document or application.
We look at residence status for every applicant, and for a child we may ask for papers that show the child’s own status or the connection to the adults who travel with them.
Every application cancelled before it reaches ICA, a child’s included, carries the USD $50 cancellation fee.
These are practical checks and not reasons that ICA has given for refusals.
Compare the spelling on tickets and the hotel booking with the document letter by letter, including how ä, ö, õ, ü, š and ž were typed.
Counting starts on the day you arrive in Singapore; the date you submit is irrelevant.
Our service asks for evidence of a valid Estonian residence permit or right of residence. Check the dates on it before you apply, and do the same for the passport.
Outdated pictures, tinted backgrounds, beautifying effects and heavy retouching cause most of the trouble.
Hotel nights, tickets and the dates in the application have to agree with one another.
Our standard is three nights or more in a hotel rated at least three stars; Airbnb, private accommodation and invitations do not meet it.
Do not buy non-refundable travel on the assumption that ICA will recognise the document or let you in; neither is guaranteed.
The terms below concern tourist visa applications. This is a summary; our Refund Policy has the complete wording.
Before submission to ICA
If you cancel before we have actually submitted your application to ICA, a cancellation fee of USD $50 applies per applicant and application.
It is deducted from the amount you paid, and the eligible balance is refunded, subject to applicable law. It is a deduction and not an extra charge.
After submission to ICA
Once the application has actually been submitted to ICA, the visa service fee you paid is non-refundable, even if the visa is refused or the application is otherwise unsuccessful, subject to applicable law.
A refusal does not by itself create a right to a refund after submission.
“Submission” means actual submission to ICA, not our internal review of your documents.
If you think a payment was charged twice or by mistake, contact us and we will look into it. Billing errors and refunds required by law are handled separately from the cancellation terms above, and nothing here limits consumer rights that cannot lawfully be waived.
Brief answers that match what our requirements, fees and refund pages say.
ICA lists an Alien’s passport among the documents with which an entry visa is needed. Estonia’s Välismaalase pass is an alien’s passport, but ICA does not name this Estonian document, so we cannot state ICA’s position on this exact document.
Check ICA’s current wording before you book anything, and treat anything here as general information and not as an ICA decision.
No. This category is only for the Estonian Alien’s Passport, and this service does not cover Estonian citizens’ passports. We make no statement about those passports on this page.
It is the Estonian Alien’s Passport, a travel document of the Republic of Estonia issued to certain foreigners who hold a valid Estonian residence permit or right of residence and who have no travel document from another country and cannot obtain one. It differs from the passport of an Estonian citizen.
That description comes from Estonian official information and law and is background only; it says nothing about how ICA treats the document.
ICA says that an Alien’s passport is subject to assessment of recognition for entry into Singapore. ICA’s published guidance does not give the outcome for the Välismaalase pass, and neither we nor this page can.
Even a visa does not guarantee entry: ICA officers decide at the checkpoint.
No. Permanent-resident status specifically is not required by our agency. Applicants with a valid Estonian residence permit or right of residence may be considered, subject to individual eligibility assessment. This is our service policy and does not represent a document-recognition decision by Singapore ICA.
We assist eligible holders of the Estonian Alien’s Passport (Välismaalase pass) who have a valid Estonian residence permit or right of residence, subject to individual document verification, Singapore immigration requirements, and assessment of travel-document recognition. A valid residence permit or right of residence does not by itself establish that the document is recognised.
The final decision rests on our individual review. If you are unsure whether your situation qualifies, please read the requirements page before preparing anything.
We run an individual eligibility review: we verify your document and your residence papers and apply our current eligibility criteria. We may ask for more information, and we will tell you if we cannot assist.
The review is ours and not ICA’s, and passing it does not mean that ICA will recognise the document or grant a visa.
A scan of the data page of the Välismaalase pass, proof of residence status, a recent colour photograph, a hotel booking that meets our standard, tickets for arrival and departure and, if they apply, proof of employment or of your business.
Every item is listed on our requirements page; in some cases we may ask for additional papers.
No. We need a confirmed booking for at least three nights at a hotel rated three stars or higher. We do not accept Airbnb or other private accommodation, or invitations from friends, relatives or companies.
This is our own submission standard, and we do not present it as a rule for every visa application.
It depends on the entry type you ask for, single or multiple, and on whether you choose normal or express service. The table above lists each amount in USD per applicant, and each one already includes the ICA government visa fee and our service charge.
Estimated time for normal service: Up to 8 days. Estimated time for express service: Up to 4 days. These are estimates and not promises, and corrections, extra checks or questions about the document can make them longer.
No. ICA treats visa validity and length of stay as separate matters. The Visit Pass you are given on entry sets how long you may remain, and a visa does not guarantee entry.
Every child has an individual application and an individual document. A parent or guardian prepares the details and the photograph, and we may ask for papers that show the child’s residence status or the connection to the adults accompanying the child.
Pricing is per applicant, with no special rate for children.
ICA runs a Visa-Free Transit Facility, but its page lists other nationalities and does not mention Alien’s passports or this Estonian document. We therefore do not assume any transit exemption; ask ICA about your own situation.
It is meant for transit and not for a tourist stay, and it is no part of what we offer.
If ICA refuses it, we let you know and forward any notice that reaches us.
If you cancel before we actually submit the application to ICA, USD $50 per application is deducted and the eligible balance is refunded, subject to applicable law. After submission the amount paid is non-refundable, including after a refusal, subject to applicable law.
Not yet. Neither our online application nor payment is open, and this website takes no applications or payments. For now, prepare with this page and the requirements page.
Go through the checklist, collect the papers and compare the price of the option that suits you. When our online application opens, you can start straight away, subject to our individual review.
