Singapore Tourist Visa for Holders of the Latvian Alien’s (Non-Citizen’s) Passport — Nepilsoņa pase

This page is only for people who travel on the Latvian Nepilsoņa pase. It is not about ordinary Latvian citizenship passports. Here you will find how our assistance works for this document, what is and is not certain, our checklist, our prices and our terms. The online application is not open yet.

The Nepilsoņa pase and a Singapore tourist visa

The Nepilsoņa pase is the travel document that Latvia issues to non-citizens of the Republic of Latvia. This page explains how our private visa application assistance applies to holders of that one document, and it points out where the position is uncertain.

Singapore’s Immigration & Checkpoints Authority (ICA) decides who may enter Singapore. Its published guidance on this kind of document is general and does not name the Latvian document, so please read the eligibility section below before you spend money that cannot be refunded.

We are a private service, not a government body, and we do not decide visa applications or whether a document is recognised. We review your document, explain what is needed, check what you send and process the application if we accept it. Nothing on this page is a promise of approval, recognition or entry.

What we do

  • Document review first

Before we accept an application we look at your document and apply our current eligibility criteria.

  • One checklist

Everything each traveller has to provide is gathered in a single list.

  • Processing and submission

Once we accept your application and the file is complete, we process it and submit it through the applicable Singapore visa application channel.

  • Your e-Visa

If a visa is granted, it reaches you as an e-Visa at the email address given in your application.

Most trouble with this kind of document comes from the details around it: a name or diacritic written differently in a booking, dates that do not fit together, a photograph that is out of date. Check those before anything else.

Who this assistance is for, and what is not certain

Singapore ICA lists an Alien’s passport among travel documents that require an entry visa and are subject to assessment of recognition. Latvia identifies the Nepilsoņa pase as an alien’s (non-citizen’s) passport. ICA’s published guidance does not specifically name this Latvian document or confirm its recognition. Our assistance is subject to an individual eligibility review. Neither visa issuance, document recognition nor entry is guaranteed.

  • The one document this page covers

The Latvian Alien’s (Non-Citizen’s) Passport, the Nepilsoņa pase. Eligibility depends on the document you actually hold and travel on.

  • What this page does not cover

Ordinary Latvian citizenship passports are not part of this category, and nothing here says that their holders need a Singapore visa. For those passports, check ICA’s current guidance.

  • Individual eligibility review

We verify your document and apply our current eligibility criteria before accepting an application. We may ask for more information, and we will tell you if we cannot assist.

  • Living outside Latvia

We assist eligible holders of the Latvian Non-Citizen’s Passport (Nepilsoņa pase), subject to individual document verification, Singapore immigration requirements, and assessment of travel-document recognition. Permanent residence in Latvia is not a condition that we impose, so an eligible holder may be considered even when living outside Latvia. This is our own service policy, not an ICA announcement.

  • No transit entitlement assumed

ICA’s page on its Visa-Free Transit Facility does not mention this document, so we do not assume that any transit exemption applies to it.

  • Adults and children

Every traveller, whatever their age, has a separate application and a document in their own name; a parent or guardian prepares a child’s details and photograph.

What ICA says, and what is general

  • ICA lists an Alien’s passport among the documents with which an entry visa is needed, and says the document is subject to assessment of recognition for entry into Singapore.
  • ICA’s published guidance does not name the Latvian Nepilsoņa pase and does not state the outcome of any recognition assessment, so we cannot say how ICA treats this exact document.
  • General ICA rules, not statements about this document: collective travel documents are not accepted; a passport must be valid for at least six months; ICA advises applying for an entry visa within 30 days before arrival.
  • All a visa allows is travel to Singapore and a request for entry; admission is decided by ICA officers at the checkpoint.

What our own service sets

  • The individual review of your document and our current eligibility criteria.
  • The checklist of papers, with the hotel and ticket standards that belong to our own service.
  • How much we charge, the speeds we offer, and the rules on cancelling.
  • The online application we are building, which is not open yet.

Meeting our checklist does not mean that ICA recognises the document or will grant a visa, and we cannot promise acceptance to any applicant.

The documents to prepare

This checklist follows our requirements page. Each entry says whether it is our own service requirement or rests on general ICA requirements, and depending on your circumstances we may ask for more.

  1. Our service requirement

    Application details

Once the application opens, every traveller, a child too, will have an online application of their own.

The details you enter have to match the passport and the papers that support it.

  2. Based on general ICA entry requirements

    The Nepilsoņa pase

A clear colour scan of the biodata page of the Nepilsoņa pase, so that the photograph, full name, document number and other identity details can be read.

The passport must have at least six months of validity left on the day you are due to arrive in Singapore; this is ICA’s general rule for passports, not a statement about this document.

  3. Our service requirement

    Hotel booking

Your stay needs a confirmed hotel reservation of at least three nights, and the hotel must hold a rating of three stars or more.

Airbnb and other private accommodation do not replace it, and neither do invitations from friends, relatives or companies. These are standards we set for our own submissions, not rules that apply to every visa application.

  4. Our service requirement

    Travel tickets

Tickets or reservations that are confirmed and show your date of arrival in Singapore and your date of departure; air, rail and bus tickets all qualify.

  5. Our service requirement · only if it applies to you

    Proof of work or business

Working for an employer: a current certificate of employment or an employer’s letter.

Working for yourself or owning a business: a business registration document or a trade licence.

  6. Photo must meet ICA requirements

    Passport-style photograph

Every applicant needs a recent colour photograph of good quality, showing the face clearly and meeting the Singapore visa photograph requirements.

Our requirements page has sample images: a passport data page, and a photograph that is acceptable.

A complete set of documents is not a guarantee of a visa or of recognition of the document. The authorities assess each application individually and may ask for more.

Visa prices for the Nepilsoņa pase

This is our separate price category for the Latvian Alien’s (Non-Citizen’s) Passport. Every amount is in US dollars (USD) for one applicant and is all-inclusive: the ICA government visa fee and our professional service charge are both inside it and are never shown as separate items. Only single-entry and multiple-entry are offered here, and normal and express service appear side by side.

Singapore tourist visa prices in US dollars for holders of the Latvian Nepilsoņa pase, by requested entry type and service
Entry type you requestNormal serviceUp to 8 daysExpress serviceUp to 4 days
Single-entry$220 USD$250 USD
Multiple-entry$260 USD$280 USD

USD per applicant

Notes on how to read the prices

  • A child is an applicant and pays the same as an adult; we have no separate children’s rate.
  • Requesting an entry type does not guarantee receiving it. The Singapore authorities decide the entry type, validity and conditions of any visa, so paying for one type is no guarantee that it will be issued.
  • Only USD is used. Euros and other currencies are not quoted, and there is no separate government-fee line.

Normal or express: picking your speed

Both timings that follow are our own estimates of the working time needed once your application is accepted and complete; neither is a date we promise.

Normal service

Estimated processing time

Up to 8 days

Fits travellers whose departure is some way off and whose documents are ready.

Express service

Estimated processing time

Up to 4 days

Express costs more and carries a shorter estimate, which helps with a tight schedule. It describes our own service option; ICA and other authorities are under no obligation to decide any sooner.

  • A general 30-day planning window

ICA suggests applying in the 30 days before arrival. Prepare the papers before that window opens, then settle with us on a submission date that suits your itinerary.

  • The estimate starts with an accepted, complete file

The estimate runs from the point at which your application is accepted and complete; a missing item, or a correction we ask for, adds to the total.

  • Recognition is assessed by the authorities

Checks on the document, or questions from the authorities, can extend processing beyond what we estimate, and they may lead to a refusal.

How applying will work

The online application has not been launched. These steps describe what we are building; for now, only the first can be taken.

  1. Step 1

    Collect your documents

Go through the checklist above: a scan of the Nepilsoņa pase, a photograph, a hotel booking, tickets and, where relevant, proof of work or business.

  2. Step 2

    Complete the application

After launch, one application is completed for each traveller, with the details copied exactly from the document.

  3. Step 3

Our review, then upload and payment

We review the document and our eligibility criteria. If we can assist, documents are uploaded and the service you chose is paid for inside the application. Paying on this website is not possible yet.

  4. Step 4

    We check and submit

We review the file and email you about any corrections. After it is complete and verified, we process it and submit it through the applicable Singapore visa application channel.

  5. Step 5

    You receive the outcome

You receive an approved visa as an e-Visa by email. A refusal is communicated to you with any refusal notice that reaches us.

This website has no working application form or checkout today. Until there is one, prepare with this page and the requirements page.

Preparing the document and the photograph

Most avoidable problems start with one of these two items. The six-month rule is a general ICA rule; the other points are standards we apply ourselves when submitting.

Based on general ICA entry requirements

Document checks

Count the six months from the day you arrive in Singapore, not from the day you apply. If the document will not last that long, renew it before you submit anything.

Scan the entire data page in colour, lying flat and free of glare, so every detail of photograph, name and number is legible.

Preparation guidance, not an ICA requirement: copy the spelling from the data page onto every form and booking. Latvian names use letters such as ā, č, ē, ģ, ī, ķ, ļ, ņ, š, ū and ž, which a booking site or airline may drop or replace, and Latvian surnames take a different ending depending on gender (for example Bērziņš and Bērziņa). Make the tickets and the hotel booking match the document letter by letter.

Carry the original document on the journey; for the application we need only a digital copy of the data page.

Photo must meet ICA requirements

Photograph checks

Our requirements page spells these points out, and the photograph also has to meet ICA’s own photograph requirements:

  • Colour, and less than three months old.
  • A plain white background.
  • Face fully shown and looking straight at the camera, eyes open, with nothing across it.
  • A sharp, natural shot of the head and shoulders.
  • Nothing that alters the picture: no beautifying effects, no AI reconstruction, no heavy retouching.

Entry visa and permitted stay are not the same thing

Visa dates are easy to misread as the length of time you may spend in Singapore, yet ICA treats the two separately.

What a visa is

ICA defines an entry visa as permission granted beforehand to travel to Singapore and seek entry; it is not an immigration pass.

The checkpoint decision

At the checkpoint, ICA officers decide whether you are admitted and given an immigration pass. A valid visa does not guarantee entry, and recognition of the document is part of ICA’s assessment.

Your actual stay

The Visit Pass issued to you on arrival sets how long you may stay. ICA describes that period as separate from the visa’s validity, and overstaying it is not permitted.

What we promise

Nothing about recognition, entry type, validity or length of stay: these follow from ICA’s decisions and from the visa that is actually granted.

Families and children

It helps to plan with every traveller, whatever their age, as a separate application.

  • An application each

A parent, a child or a friend each file separately; the price is per applicant.

  • A document each

Every traveller is expected by ICA to carry a document issued to them individually, which is why a child cannot be added to a parent’s document or application.

  • Different supporting papers

Evidence of work or business is for employed or self-employed adults. For a child we may request papers about the trip, or about how they are related to the adults travelling with them.

  • Cancellation per application

Each application cancelled ahead of submission to ICA, a child’s included, carries the USD $50 cancellation fee.

Documentation problems to avoid

These are practical checks, not reasons that ICA has given for refusals.

  1. Names spelled differently across papers

Compare the spelling on the tickets and the hotel booking with the document letter by letter, including how ā, č, ē, ģ, ī, ķ, ļ, ņ, š, ū and ž were written.

  2. The six months counted from the wrong date

Counting begins on arrival in Singapore; when you submit has no bearing.

  3. A picture that breaks the photo rules

Out-of-date pictures, coloured backgrounds, beautifying effects and heavy retouching cause most problems.

  4. Dates that do not match

The hotel nights, the tickets and the dates entered in the application should tell one consistent story.

  5. Accommodation below our standard

We require at least three nights in a hotel of three stars or more, so Airbnb, private accommodation and invitations are not enough.

  6. Assuming the document is recognised

Do not buy non-refundable travel on the assumption that ICA will recognise the document or grant entry; neither is guaranteed.

Cancellation and refunds

The terms below cover tourist visa applications. A summary is given here, and the complete wording is in our Refund Policy.

Before submission to ICA

Cancelling before we submit

If you cancel before we actually submit your application to ICA, a cancellation fee of USD $50 is charged per applicant and application.

It is deducted from the amount you paid, and the eligible balance is refunded, subject to applicable law. It is a deduction, not an additional charge.

After submission to ICA

Once ICA holds the application

Once the application has actually been submitted to ICA, the visa service amount you paid is non-refundable, even if the visa is refused or the application is otherwise unsuccessful, subject to applicable law.

A refusal on its own does not give a right to a refund after submission.

“Submission” means the actual submission to ICA, not our internal review of your documents.

If you believe a payment was charged twice or incorrectly, contact us and we will look into it. Billing errors and refunds required by law are handled separately from the cancellation terms above, and nothing here limits consumer rights that cannot lawfully be waived.

Questions from holders of the Nepilsoņa pase

Brief replies that agree with our requirements, fees and refund pages.

Does a holder of the Latvian Nepilsoņa pase need a Singapore visa?

ICA lists an Alien’s passport among the documents with which an entry visa is needed. Latvia identifies the Nepilsoņa pase as an alien’s (non-citizen’s) passport, but ICA does not name this Latvian document, so we cannot state ICA’s position on this exact document.

Please check ICA’s current wording before you book anything, and treat any statement here as general information, not as an ICA decision.

Does this page apply to ordinary Latvian citizenship passports?

No. This category is for the Nepilsoņa pase only. We make no statement on this page about ordinary Latvian citizenship passports; for those, check ICA’s current guidance.

Will Singapore recognise my Nepilsoņa pase?

ICA says an Alien’s passport is subject to assessment of recognition for entry into Singapore. ICA’s published guidance does not confirm the outcome for the Nepilsoņa pase, and neither we nor this page can.

Even a visa does not guarantee entry: ICA officers decide at the checkpoint.

How do you decide whether you can assist me?

We carry out an individual eligibility review: we verify your document and apply our current eligibility criteria. We may ask for more information, and we will tell you if we cannot assist.

This review is ours, not ICA’s, and passing it does not mean ICA will recognise the document or grant a visa.

What do I need to send you?

A scan of the data page of the Nepilsoņa pase, a recent colour photograph, a hotel booking that meets our standard, tickets for arriving and leaving and, if they apply, proof of employment or of your business.

Everything is listed on our requirements page, and we may ask for more in some cases.

Open the requirements page

My name has Latvian letters such as ā, ķ or š. How should I write it?

Exactly as it is printed on the document’s data page. Booking sites and airlines may drop or replace these letters, and Latvian surnames change ending by gender, so check that tickets and the hotel booking match the document. This is preparation guidance, not an ICA rule.

Will a rented apartment or an invitation do instead of a hotel reservation?

No. The reservation must be confirmed, cover at least three nights and be at a hotel rated three stars or higher. We do not accept Airbnb or other private accommodation, nor invitations from friends, relatives or companies.

It is a standard we set for our own submissions, and we do not present it as a rule for every visa application.

See the hotel requirement

What does the visa cost?

The amount depends on the entry type you request, single or multiple, and on normal or express service. Every amount in USD per applicant is in the table above, each already including the ICA government visa fee and our service charge.

View the fee schedule

How long does processing take?

Estimated time for normal service: Up to 8 days. Estimated time for express service: Up to 4 days. These are estimates, not promises, and corrections, additional checks or questions about the document can lengthen them.

Can I read my length of stay from the visa’s validity?

No. ICA handles visa validity and length of stay as two matters: the Visit Pass issued when you enter decides how long you may remain, and a visa does not guarantee entry.

More on validity in our general FAQ

What about my children?

A child has an individual application and an individual document. The parent or guardian prepares the details and photograph and may be asked for papers about the trip or about the relationship with the adults accompanying the child.

The price is per applicant, and children have no separate rate.

I also hold another passport. Which one do I apply with?

The application follows the document you will actually travel on. This page and our checklist are for travellers using the Nepilsoņa pase; if you travel on another passport, the requirements for that document apply instead.

Is there a visa-free transit for this document?

ICA runs a Visa-Free Transit Facility, but its page names other nationalities and does not mention Alien’s passports or this Latvian document. We therefore do not assume any transit exemption; ask ICA about your own situation.

It exists for transit and not for a tourist stay, and it is no part of our visa service.

More on transit in our general FAQ

What follows a refusal, or a cancellation?

Should ICA refuse the application, we inform you and forward any notice we receive.

If you cancel before we actually submit the application to ICA, USD $50 per application is deducted and the eligible balance is refunded, subject to applicable law. After submission the amount paid is non-refundable, including after a refusal, subject to applicable law.

Read the Refund Policy

Is it possible to apply and pay on this website now?

No, not yet. Neither the online application nor payment has opened, and this website takes no applications or payments. Meanwhile, use this page and the requirements page to prepare.
