Getting a Singapore visa on a Russian passport

This page is aimed at holders of an ordinary Russian passport who want to spend a short holiday in Singapore. It puts our checklist, prices and terms in front of you at once, so you can judge the effort and the cost before you collect a single document.

According to the Immigration & Checkpoints Authority (ICA), the Singapore authority responsible for entry, a person holding a travel document issued by Russia needs a visa to enter Singapore. ICA excludes only holders of diplomatic and service passports from that requirement. Ordinary passports are what this page is about. ICA’s guidance may be revised, so read the current wording before you pay for anything that cannot be refunded.

We run a private visa application service. We are not a government body and we do not take decisions on applications. We tell you what to prepare, review what you send and process the application once it is complete. The decision rests entirely with the Singapore authorities, and nothing on this page promises approval.

What our service covers

  • Requirements, travellers one by one

A clear statement of what you have to supply, so nothing is left to guesswork.

  • Review before submission

Your application and uploaded files are read by our team, and you hear from us by email if something must be corrected or added.

  • Processing and submission

When your file is complete we process it and submit it through the applicable Singapore visa application channel.

  • Delivery of the e-Visa

Should the visa be issued, the electronic visa (e-Visa) is sent to the email address you gave in the application.

In our experience a visa file rarely founders on a difficult rule. It founders on small inconsistencies: a surname transliterated one way on the passport and another on the flight booking, hotel nights that stop short of the flight dates, a photograph from a few years ago. Comparing your papers against each other before you apply costs almost nothing.

Whom this service is for

Ten passport nationalities are covered by our tourist visa service at the moment, ordinary Russian passports among them. Here is how that plays out for different travellers.

  • Ordinary passports

A Russian passport in force that complies with the six-month rule explained further down.

  • The passport you will use to travel

The application is tied to the passport you will actually carry. If you also hold another nationality and plan to travel on that passport, this page does not describe your journey.

  • Diplomatic and service passports

ICA says that holders of diplomatic and service passports do not need a visa for entry into Singapore, so our service is not meant for them. ICA’s Russia page does not mention official passports, so check with ICA if that is the document you hold.

  • Adults

An adult always has a separate application and file, no matter whether the trip is with a partner, relatives or friends.

  • Children

A child needs an application and a passport of their own. Details and photograph are prepared for the child by a parent or guardian.

  • Russians living or working abroad

The passport in your hand is what counts, and the country where you live does not. We have no residence rule on our checklist, but the authorities can sometimes ask for further details.

What Singapore (ICA) sets

  • People of every age must travel on a valid document that was issued to them personally, and collective travel documents are not accepted.
  • The passport has to remain valid for six months or more, and for Russian passport holders ICA measures that period from the date they enter Singapore.
  • ICA suggests lodging the entry visa application inside the 30 days that precede arrival.
  • All a visa allows is to travel to Singapore and ask to be let in. Whether you are admitted is for ICA officers to decide at the checkpoint.

What our own service sets

  • The checklist of documents, with the hotel and ticket standards that we apply.
  • Which passport nationalities we accept; Russia is one of ten.
  • The prices, the processing options and the cancellation terms.
  • The online application process now under construction, which has not opened.

If you meet our checklist, we can put a complete application together. That does not oblige the authorities to approve it, and no applicant can be promised acceptance.

What to have ready

Our requirements page is the model for this checklist. A label on each item says whether it is a requirement of our own service or rests on ICA entry requirements, and, depending on your situation, more may be requested.

  1. Our service requirement

    Application details

When our application opens, every traveller, whether adult or child, gets an online application of their own.

What you enter has to agree with the passport and with the documents that support it.

  2. Based on ICA entry requirements

    Passport

A sharp colour scan of the biodata page of the passport. Photograph, full name, passport number and the other identity details have to be legible.

On the day you are due to land in Singapore, the passport must have six months of validity remaining.

  3. Our service requirement

    Hotel reservation

A confirmed reservation for no fewer than three nights of the trip, at a hotel with a rating of three stars or higher.

Neither Airbnb nor other private accommodation can take its place, and invitations from friends, relatives or companies do not either. We set these submission standards ourselves; they are not rules that govern every visa application.

  4. Our service requirement

    Travel tickets

Confirmed tickets or reservations that show when you arrive in Singapore and when you leave. Air, rail and bus tickets are all acceptable.

  5. Our service requirement · depends on your circumstances

    Proof of work or business

Applicants in employment: a current employment certificate, or a letter from the employer.

Applicants working for themselves or owning a business: a company registration document or a trade licence.

  6. Photo must meet ICA requirements

    Passport-style photograph

A recent colour photograph of every applicant, of good quality and showing the face clearly, which satisfies the photograph requirements for a Singapore visa.

On our requirements page you will find sample images: one of a passport data page, one of a photograph that is acceptable.

Even a full set of documents guarantees nothing. Each application is judged on its own by the authorities, who may request more.

Visa prices for Russian passport holders

All amounts are in US dollars (USD) and apply to one applicant. Each is all-inclusive: the ICA government visa fee and our professional service charge are contained in the figure and never appear as separate items. Normal and express are shown next to each other.

Prices in US dollars for a Singapore tourist visa on a Russian passport, by requested entry type and by service

Single-entry$130 USD$180 USD
Double-entry$140 USD$190 USD
Multiple-entry$170 USD$220 USD

USD per applicant

Before you read the table

  • Children count as applicants in their own right and pay what an adult pays; no children’s rate exists.
  • Asking for an entry type does not mean you will receive it. Entry type, validity and conditions of any visa are fixed by the Singapore authorities, so paying for one type is no guarantee that it will be issued.
  • Only USD is used. Roubles and other currencies are not quoted, and no separate line shows a government fee.

Normal or express: how to decide

Both timings below are estimates of our own for the working time required after your application is complete, and neither is a date that we undertake to meet.

Normal service

Estimated processing time

5–7 working days

A sound choice if departure is still some way off and the documents are in hand.

Express service

Estimated processing time

3–5 days

The price is higher and the estimate shorter, which helps when the schedule is tight. It refers to our own service option, and ICA and other authorities are free to take their usual time.

  • The 30-day window

ICA advises applying within 30 days before you arrive. Have your papers ready before that window opens, then agree with us a submission date that suits your itinerary.

  • Timing starts once the file is complete

The estimates run from the point at which your application is complete. Anything missing, and any correction we ask for, lengthens the total.

  • Authorities set their own pace

Additional checks or questions from the authorities can stretch processing beyond our estimate.

How applying will work

Our online application has not launched yet. The steps describe what we are building, and today only the first one can be taken.

  1. Step 1

    Assemble your documents

Work through the checklist above: passport scan, photograph, hotel booking, tickets and, if relevant, proof of work or business.

  2. Step 2

    Complete the application

When the service opens, you fill in one application per traveller, entering details exactly as they appear in the passport.

  3. Step 3

    Upload and pay online

Inside the application you upload the documents and pay for the service you picked. For the time being, payment through this website cannot be made.

  4. Step 4

    We review and submit

Our team studies the file and emails you if corrections are required. After it is complete and verified, we process it and submit it through the applicable Singapore visa application channel.

  5. Step 5

    You receive the outcome

An approved visa reaches you as an e-Visa by email. Should the application be refused, we let you know and send on whatever refusal notice reaches us.

There is no working application form or checkout on this website today. Until there is, prepare with the help of this page and the requirements page.

Passport and photograph: preparation

One of these two items lies behind most setbacks that could have been avoided. The six-month rule comes from ICA, while the other points are standards we keep to ourselves when submitting.

Based on ICA entry requirements

Checking the passport

The six months run from your arrival date in Singapore rather than from the date of the application. A passport that will not last that long should be renewed before anything is submitted.

Scan the entire data page, in colour and with no creases, so that photograph, name and number are all readable.

Copy the Latin spelling from the data page onto every form and booking. Cyrillic names can be transliterated in several ways (ю as yu or iu, я as ya or ia, ё as e or yo), and an airline or booking site may apply different rules from the passport. Make your tickets and hotel booking follow the passport letter by letter.

On the journey itself you carry the original passport; for the application a digital copy of the data page is all we need.

Photo must meet ICA requirements

Checking the photograph

These points are listed on our requirements page, and the photograph must meet ICA’s own photograph requirements:

  • In colour, and taken within the past three months.
  • A plain white background.
  • The whole face looking at the camera, eyes open, with nothing across it.
  • Head and shoulders, in natural and sharp focus.
  • No beautifying filters, no AI reconstruction, no heavy retouching.

The visa’s validity is not your permitted stay

It is easy to take the dates printed on a visa for the time you may spend in Singapore. They are two different matters, and ICA handles them separately.

What a visa is

In ICA’s description an entry visa is permission obtained beforehand to travel to Singapore and ask to enter. An immigration pass it is not.

What happens at the checkpoint

At the checkpoint ICA officers rule on whether you are admitted and issued an immigration pass, so holding a valid visa does not ensure entry.

How long you may stay

Your stay is set by the Visit Pass you are given on entry. ICA says that period is distinct from the visa’s validity, and you must not remain longer than it allows.

What we promise

No promise on entry type, validity or length of stay; all three follow from the visa that is really granted.

Applying for a family or a group

It is easiest to plan if every traveller, young or old, is treated as a separate application.

  • One application each

A mother, a child and a friend all need an application each, and the price is charged per applicant.

  • One passport each

ICA wants each traveller to have a travel document issued individually, which rules out adding a child to a parent’s passport or application.

  • Different supporting papers

Evidence of work or business is for adults who are employed or self-employed. In a child’s case we may ask for papers on the trip, or on how the child is related to the adults travelling too.

  • Cancellation is per application

Each application cancelled ahead of submission to ICA carries the USD $50 cancellation fee, a child’s application among them.

Frequent problems with documents

Think of these as practical checks; ICA has not given them as reasons for refusal.

  1. Transliteration that differs between papers

Compare the Latin spelling on tickets and hotel booking with the passport, character by character, including how ю, я, ё, ы and й were rendered.

  2. Six months measured from the wrong day

Counting begins on arrival in Singapore; when you submit is beside the point.

  3. A picture that ignores the rules

Pictures that are out of date, backgrounds that are coloured, filters and retouching come up most.

  4. Dates that contradict each other

The hotel nights, the tickets and the dates in the application should line up with one another.

  5. Accommodation that falls short

We require three nights or more at a hotel rated three stars or higher, so Airbnb, private accommodation and invitations are not enough.

  6. Work or business unproven

Anyone in employment, and anyone with a business, should add the matching document from the checklist.

Cancellation and refunds

The terms here concern tourist visa applications. A summary follows, and our Refund Policy has the complete wording.

Before submission to ICA

Cancelling before we submit

If you cancel before we have actually submitted your application to ICA, a cancellation fee of USD $50 is charged per applicant and application.

It is deducted from the amount you paid, and the eligible balance is refunded, subject to applicable law. It is a deduction, not an additional charge.

After submission to ICA

Once the application has reached ICA

Once the application has actually been submitted to ICA, the visa service amount you paid is non-refundable, even if the visa is refused or the application is otherwise unsuccessful, subject to applicable law.

A refusal on its own does not give a right to a refund after submission.

“Submission” means the actual submission to ICA, not our internal review of your documents.

If you believe a payment was charged twice or incorrectly, contact us and we will look into it. Billing errors and refunds required by law are handled separately from the cancellation terms above, and nothing here limits consumer rights that cannot lawfully be waived.

Questions from holders of Russian passports

Brief replies that agree with our requirements, fees and refund pages.

Does a Russian passport holder need a visa for Singapore?

ICA states that a person holding a travel document issued by Russia needs a visa to enter Singapore. Its Russia page excludes only holders of diplomatic and service passports.

Guidance can change, so confirm ICA’s current wording before you book.

Which Russian passports does ICA exempt?

ICA’s Russia page says that holders of diplomatic and service passports do not need a visa for entry. It names no other passport type as exempt, and it does not mention official passports.

Our service is for ordinary passports. If you hold any other kind of document, ask ICA how it is treated.

What do I have to give you?

Scan the passport data page, add a recent colour photograph and a hotel reservation that satisfies our standard, then tickets for the arrival and the departure; if they apply to you, evidence of your employment or your business.

You can see the whole checklist on our requirements page. In some cases we may request additional items.

Open the requirements page

My name is in Cyrillic. How do I write it on the forms?

Exactly as the Latin spelling on your passport’s data page. The same Cyrillic name can be transliterated in more than one way, and airlines or booking sites may use rules different from the passport. A different rendering of the same name can look like a mismatch, so make your tickets and hotel booking agree with the passport.

Would a rented flat or a letter of invitation do instead of a hotel?

No. A confirmed reservation is needed for at least three nights, at a hotel rated three stars or higher. Airbnb and other private accommodation are not accepted, nor are invitations from friends, relatives or companies.

It is a submission standard of our own, and we do not present it as a rule for each and every visa application.

See the hotel requirement

What is the price?

It varies with the entry type you ask for and with normal or express service. Above, the table sets out each amount in USD for one applicant; the ICA government visa fee and our service charge are in all of them.

View the fee schedule

How long should normal service take?

Our estimate is 5–7 working days. Treat it as an estimate and not a promise; corrections or further checks may stretch it.

Why would I choose express?

Because the estimate is shorter, 3–5 days, though the price is higher. Nothing obliges ICA or other authorities to decide sooner, and the estimate is no guarantee of a date.

Can I read my length of stay from the visa’s validity?

No: ICA keeps the two apart. How long you may remain is fixed by the Visit Pass handed to you at entry, and having a visa does not ensure that you will be admitted.

Read our general FAQ on validity

How are children handled?

Every child has an application and a passport of their own. The parent or guardian prepares the details and photograph, and could be asked for papers about the trip or about the relationship with the adults the child is travelling with.

The price is per applicant; children are not charged at a separate rate.

I live abroad, or I hold a second passport. Does that change anything?

Where you live makes no difference to our checklist: you need a valid Russian passport and the listed documents. In individual cases the authorities may still request more information.

If you travel on a passport from another country, the requirements for that document apply, not the ones on this page.

Do I need a visa if I am only changing planes in Singapore?

ICA operates a separate 96-hour Visa-Free Transit Facility, and the Commonwealth of Independent States countries named on its page include Russia. Among the conditions are travelling on to or from a third country, a valid onward air ticket that departs within 96 hours, and leaving Singapore by air. Extending the stay is not allowed, and ICA officers judge eligibility at the point of entry.

The facility is meant for transit and not for a tourist stay, and it is outside our visa service. Before you count on it, read the conditions ICA currently publishes.

See our general FAQ on transit

What are the consequences of a refusal or a cancellation?

Where ICA refuses the application, we tell you and pass on any notice that reaches us.

If you cancel before we actually submit the application to ICA, USD $50 per application is deducted and the eligible balance is refunded, subject to applicable law. After submission the amount paid is non-refundable, including after a refusal, subject to applicable law.

Read the Refund Policy

Is it possible to apply and pay here today?

It is not. The online application and payment have not opened, and this website takes neither applications nor payments. For the moment, prepare with this page and the requirements page.
