🇽🇰Singapore entry visa for Kosovo passport holders

Singapore Visa for Kosovan Citizens

Singapore’s visa rule for Kosovo is tied to the passport, not to where you were born or where you live. If you will travel on a Kosovo-issued ordinary passport, you need a visa approved in advance, supported by a letter of introduction. This page walks through who is exempt, what goes into the file and what happens on arrival.

  • From $130 USD

    Single all-in price

A per-person price in US dollars that bundles ICA’s visa fee and our professional charge.

  • 5–7 working days · 3–5 days

    Normal or express

Two estimates for our handling, listed separately from the processing time ICA publishes.

  • Entry type

Ask for one entry, two or many. The visa actually issued is set by the Singapore authorities.

  • Letter of introduction

ICA includes Form V39A in the document list for Kosovo passport holders.

What ICA asks of Kosovo passport holders

ICA’s visa-required list names Kosovo among the countries and places it covers, and phrases the rule in terms of the document: the obligation falls on whoever travels with a Kosovo-issued travel document.

That wording matters for anyone with ties to more than one country. Your place of birth, your family background and your country of residence do not decide the question. The passport you present when you travel does.

ICA’s Kosovo page exempts holders of diplomatic and official passports. It does not mention service passports, so a service passport holder should ask ICA rather than assume the exemption extends to them. Everything else on this page concerns the ordinary passport.

We assemble and check the application, then lodge it through a route ICA recognises. Granting the visa, and admitting you at the checkpoint, are decisions for the Singapore authorities.

Our part of the process

  • Confirming the travel document

We check which passport you will travel on, because the visa rule depends on the issuing country.

  • The letter of introduction

Form V39A is compared against your application so that every name, number and date agrees.

  • Marked requirements

Our checklist shows which items ICA requires, which ICA may ask for and which are our own standards.

  • Lodging the file

Once everything is consistent, we submit it and email you the result.

Three things deserve attention before anything else: which passport you will use, who will sign the letter of introduction, and whether the passport has six months of validity beyond your arrival.

Does the rule apply to your passport?

Because ICA ties the requirement to the issuing country, the same person can be covered or not depending on the passport they carry. These examples apply ICA’s statement; they do not anticipate any decision.

  • Ordinary Kosovo passport, living in Kosovo

Whether you are in Prishtina, Prizren or Peja, you need a visa and the rest of this page applies.

  • Ordinary Kosovo passport, living abroad

Living in Germany, Switzerland or elsewhere does not change the rule if you travel on a Kosovo passport. Residence affects only the practical submission route.

  • Born in Kosovo, travelling on another passport

If the passport you will use was issued by a different country, ICA’s Kosovo page is not the relevant guidance. Check ICA’s requirements for the country that issued your passport.

  • Diplomatic and official passports

ICA’s Kosovo page exempts both from the visa requirement. Service passports are not named in that statement.

  • Visiting for business

ICA requires the local contact who issues a business-visit letter to act on behalf of the Singapore-registered business entity.

The rules ICA publishes

  • A visa is required for travel documents issued by Kosovo, except diplomatic and official passports.
  • Six months or more must remain on the passport from the day you enter.
  • Form V39A is in ICA’s document list; an Embassy-issued letter is accepted if no local contact can provide one.
  • Even with a visa, admission is decided at the checkpoint by ICA officers.

Our additional standards

  • A hotel booking and confirmed transport that meet our checklist.
  • A consistency check between Form V39A, Form 14A and the passport.
  • The prices and service estimates published on this page.
  • Our cancellation and refund rules.

Our standards are about presenting a clear file. They play no part in ICA’s assessment and cannot guarantee a visa or entry.

Preparing a Kosovo application

The four documents ICA lists for Kosovo come first. Next are items ICA may request on a case-by-case basis. The last item is our own booking standard rather than an ICA requirement.

  1. ICA requirement

    Form 14A with your signature

ICA assesses the application on the basis of your declarations in this form, and it may ask you to submit the signed form. Fill in every field and keep the original.

  2. ICA requirement

Colour photograph from the last three months

Passport-sized and compliant with ICA’s photo guidelines. A photo reused from an earlier application only qualifies if it is still within the three months.

  3. ICA requirement

    Biodata page copy

A legible copy of the personal-details page, from a passport that will remain valid for six months or more after you arrive.

  4. ICA requirement

    Letter of introduction (Form V39A)

A local contact may issue this letter. Under ICA’s definition, that is a Singapore citizen or PR of at least 21 years of age who uses Singpass. On a business trip, the contact also has to be acting for the Singapore-registered company concerned.

Should no local contact be able to help, ICA will accept a letter from your Embassy instead, whether the visit is social or for business.

  5. Case by case · ICA may request

    Other supporting documents

ICA states that additional documents may be needed case by case, without listing them in advance. Provide them promptly if asked.

  6. Case by case · Albanian and Serbian records

    Records in Albanian or Serbian

Kosovo’s official languages are Albanian and Serbian, so civil records may be issued in either. ICA’s Kosovo page publishes no translation rule, and the four listed documents do not call for one.

If ICA asks for an additional record in Albanian or Serbian, ask ICA how it should be presented before you commission a translation.

  7. Our submission standard

    Hotel and travel arrangements

Our standard is a hotel reservation of three or more nights at a property with a three-star rating or better, and for confirmed travel into and out of Singapore. Holiday rentals and stays with your host do not replace the hotel reservation under our standard.

Our requirements page includes worked examples of a biodata scan and a compliant photograph.

Read the requirements checklist

ICA may still ask for more. A complete checklist supports the application but does not decide it.

Fees for Kosovo passport holders

Prices are in US dollars and charged per applicant. Every price includes the ICA government visa fee and our professional service charge, which we do not split into separate amounts. The table compares normal and express service for each entry type.

Before you choose

  • A parent and two teenagers are three applicants and pay three prices.
  • Your choice of entry type is a request. The Singapore authorities determine the visa’s entries, validity and conditions.
  • The prices are our complete service prices, not a statement of government fees.

ICA’s timing and ours

ICA publishes its own processing time, starting from the day of lodging. Separately, our normal and express figures cover the time we need once every document is in. Neither is a guaranteed date.

Normal service

Our estimate

5–7 working days

Works best when Form V39A is already signed and the passport has comfortable validity.

Express service

Our estimate

3–5 days

Less handling time on our side, for a higher price; ICA’s processing time does not change.

  • Three working days

ICA’s stated time is three working days, leaving out the day of submission, though some files take longer and each is assessed individually.

  • Before the clock starts

Arranging Form V39A, from a local contact or an Embassy, can take longer than the application itself. Begin with it.

  • Within 30 days of arrival

ICA advises applying for the visa within 30 days before you arrive in Singapore.

Applying step by step

An application can reach ICA in two ways: online, filed on the e-Service by a strategic partner or a local contact, or through a Singapore Overseas Mission, either directly or via its authorised visa agent, as that mission’s website describes. Our own steps are below.

  1. Step 1

Decide which passport you will use

If you hold more than one passport, the visa question depends on the one you present when travelling.

  2. Step 2

    Arrange the letter of introduction

Ask a local contact to issue Form V39A or, if none is available, ask your Embassy.

  3. Step 3

Check validity and prepare the photo

Confirm six months of validity from arrival and take a new photograph that follows ICA’s guidelines.

  4. Step 4

    Complete Form 14A

Enter your name exactly as it appears in the passport, including any diacritics shown there, such as ë or ç.

  5. Step 5

    Our check, then payment

We read the documents side by side and email you a list of anything to correct. Payment follows, at the price for the entry type and service selected.

  6. Step 6

    Submission and e-Visa

Once lodged, the application is decided by ICA. Approval takes the form of an e-Visa that, according to ICA, the party who filed it can print through the e-Service.

Keep your e-Visa, passport copy and Form V39A together with our emails, ready to show at departure or on arrival.

The passport and photograph checks

ICA’s rules are the six months of validity and a recent colour photograph that meets its photo guidelines. The rest of this list reflects our own review.

ICA requirement

Passport

Before doing anything else, compare the expiry date with your arrival date: ICA needs six months or more between the two.

Capture the entire data page, both machine-readable lines included, without glare from the laminate.

If your name includes letters such as ë or ç, copy them as the passport prints them, and use the same form on bookings wherever the system allows.

ICA requirement

Photograph

It must be under three months old and follow ICA’s photo guidelines, which forbid altering or enhancing the image. Our checks also cover:

  • Recency: no more than three months old.
  • Background: plain and pale.
  • Pose: facing the camera, with the whole face visible.
  • Editing: no filters or retouching.
  • Image quality: sharp, evenly lit and free of reflections.

Arriving with an approved e-Visa

For ICA, a visa simply clears you to make the trip and ask for admission. The details of your stay are settled at the checkpoint.

Using the e-Visa

Travel within its validity on the same passport you applied with, and carry a copy.

The e-Pass by email

Visitors are notified of their Visit Pass by email, showing the period of stay and the last day allowed. ICA asks travellers to give a valid email address in the SG Arrival Card for this.

Admission

Entry is granted or refused by ICA officers on arrival, and holding an e-Visa does not change that.

Layovers

Kosovo does not feature in ICA’s Visa-Free Transit Facility, and no transit arrangement is offered on this page. Ask ICA before planning to leave the airport during a connection.

Kosovo passport holders travelling as a family

Each member of a family applies individually. When relatives hold different passports, the rule can differ between them.

  • A separate application for each person

Every traveller, from grandparents to infants, has an application and a price of their own.

  • Individual passports for children

Each child must carry a travel document issued to them alone; ICA does not accept collective documents for any age group.

  • Families with different passports

If a child travels on a passport from another country while a parent uses a Kosovo passport, check ICA’s guidance for each passport separately.

  • Letters for each traveller

Where one local contact introduces the whole family, make sure each Form V39A refers to the right person and the same dates.

What we look out for

These are issues our review is designed to catch before submission. Each application is considered by ICA on its own merits, so this is about accuracy, not predicting a result.

  1. Applying on the wrong passport

If you hold two passports, the application, the bookings and the journey should all use the same one. Mixing them creates details that do not match.

  2. Lost diacritics

Ë, ç and similar letters may be dropped or replaced on booking systems. Use the passport’s spelling on Form 14A and keep the bookings as close to it as their systems allow.

  3. An unsuitable business letter

For a business visit, the letter must come from a local contact acting for the Singapore-registered business, not a private acquaintance.

  4. Assuming a service passport is exempt

ICA’s Kosovo page exempts diplomatic and official passports only. Confirm with ICA before travelling on a service passport without a visa.

  5. Validity that runs out too early

Six months is counted from your entry date, not from the application date. Renew first if the dates do not work.

  6. Changed travel plans

If your dates move after the letter is signed, the letter and the application may no longer agree. Tell us so that the file can be updated.

Cancellations and refunds

Our tourist visa refund rules in brief. The Refund Policy page contains the full wording.

Before submission to ICA

Cancelling before we submit

If you cancel before we submit your application to ICA, a cancellation fee of USD $50 applies per applicant and application.

The fee is deducted from the amount you paid, and the remaining eligible amount is refunded, subject to applicable law.

After submission to ICA

Once the application is submitted

After submission to ICA, the paid visa service fee is non-refundable, subject to applicable law.

A refusal does not by itself make a submitted application refundable.

If you believe a payment was duplicated or charged incorrectly, contact us so that we can review it. Legally required refunds and billing errors are handled separately.

Nothing in these rules limits statutory consumer rights that cannot be waived.

Questions about travelling to Singapore on a Kosovo passport

Answers for Kosovo passport holders. Each states whether it reflects ICA’s published information or our own practice.

Do I need a visa for Singapore with a Kosovo passport?

Yes, on an ordinary passport. ICA’s Kosovo page makes the visa compulsory for Kosovo-issued documents, with diplomatic and official passports exempted.

View the requirements

I was born in Kosovo but hold another country’s passport. Does this apply?

Not when you travel on the other passport. ICA ties the requirement to the travel document issued by Kosovo, so check ICA’s guidance for the country that issued the passport you will use.

I live in Switzerland on a Kosovo passport. Do I still need a visa?

Yes. Residence elsewhere does not change ICA’s rule for a Kosovo-issued passport. It may make a different Singapore Overseas Mission or authorised visa agent the more practical route.

Are Kosovo service passports exempt?

ICA’s Kosovo page names diplomatic and official passports. It does not mention service passports, so ask ICA how yours is treated.

Who can sign Form V39A for me?

Someone in Singapore who is a citizen or permanent resident, 21 or older, and registered for Singpass. A business visit needs a contact who represents the Singapore-registered company. Failing a local contact, ICA allows your Embassy to issue the letter.

Will my Albanian-language documents need translating?

You will not find a translation rule on ICA’s Kosovo page, and none of the four listed documents involves one. If ICA asks for a further record in Albanian or Serbian, ask ICA how it should be provided.

My name has an ë. How should I write it?

As our own practice, we ask you to copy your name exactly as the passport prints it on Form 14A. Where a booking system cannot accept the letter, keep the rest of the name identical.

How long does the application take?

By ICA’s own statement, three working days after the submission day, with some files needing longer. Our normal and express estimates are a separate measure of our own work.

How will I know how long I can stay?

ICA notifies visitors of their Visit Pass by email, showing the period of stay and the last day allowed. The period is not tied to the visa.

Do I need to submit the SG Arrival Card as well?

Yes. This free declaration sits alongside the visa rather than replacing it, and everyone entering must file it unless narrowly exempted. The filing window is the three days before arrival, with the arrival day counted.

About the SG Arrival Card

What are the cancellation terms?

Before submission to ICA, a USD $50 cancellation fee applies per applicant and application, and the remaining eligible amount is refunded, subject to applicable law. After submission, the paid visa service fee is non-refundable, subject to applicable law.
