🇱🇧Visitor visa information for Lebanese passport holders

Singapore Visa for Lebanese Citizens

A Lebanese passport needs a Singapore visa before travel, and ICA’s Lebanon page is precise about paperwork: anything not in English must be accompanied by an official translation, and a letter of introduction sits in the main document list. This page explains both, along with name spellings, submission routes and what happens at the border.

  • From $130 USD

    One amount per traveller

Priced in US dollars; ICA’s visa fee and our service charge are combined rather than listed apart.

  • 5–7 working days · 3–5 days

    Normal or faster handling

Our two handling estimates appear below, kept separate from ICA’s own processing statement.

  • Entries you ask for

Request one, two or several entries; the visa actually granted is ICA’s decision.

  • Arabic and French papers

ICA asks for official English translations of records in other languages, from sources it names.

Singapore’s rules for a Lebanese passport

ICA lists Lebanon among the countries whose travel documents need an entry visa. The requirement attaches to the document issued by Lebanon, so a family holiday, a visit to relatives and a short business meeting all begin with the same step: a visa approved before you board.

ICA’s Lebanon page does not name any passport category as exempt. It is silent on diplomatic, official and service passports, so holders of those documents should ask ICA directly rather than rely on an exemption that has not been published.

Two features of the Lebanon page shape most of the preparation. First, ICA wants original documents, official English translations of anything in another language, and copies it can keep. Second, Form V39A, the letter of introduction, is one of the listed documents rather than an occasional extra.

We organise the file, compare every translation with its original, and submit through a channel ICA accepts. The decision to grant a visa, and to admit you on arrival, belongs to the Singapore authorities.

How we support a Lebanese file

  • Translation checks

We confirm that each translation comes from a source ICA names and that nothing on the original has been left out.

  • Name matching

Spellings on the passport, the forms, the translations and the bookings are compared until they agree.

  • Introduction letter review

Form V39A is checked against your application line by line before submission.

  • Submission and result

We lodge the finished file through an accepted channel and email you the outcome.

Two items depend on other people and can take time: official translations and the letter of introduction. Start both well before ICA’s 30-day window opens.

Which Lebanese travellers this applies to

Written for ordinary Lebanese passport holders coming to Singapore for a holiday or family visit. The situations below show how ICA’s Lebanon guidance applies. They are explanations, not predictions of any decision.

  • Living in Beirut, Tripoli, Sidon or elsewhere in Lebanon

You need a visa, and everything on this page applies to you.

  • Lebanese nationals living abroad

Living in the Gulf, West Africa, Europe or Australia on a Lebanese passport leaves the visa requirement in place. What changes is the practical route, for instance the closest Singapore mission or its visa agent.

  • Lebanese nationals with a second passport

The rule depends on the passport you present. If you will travel on a passport issued by another country, check ICA’s guidance for that passport instead of this page.

  • Diplomatic, official and service passport holders

ICA’s Lebanon page states no exemption for any of these. Ask ICA how your passport is treated.

  • Travel documents issued to Palestinian refugees

ICA’s general visa list notes that refugee travel documents are subject to an assessment of recognition. If you hold a document Lebanon issues to Palestinian refugees rather than a Lebanese passport, ask ICA about its treatment before applying.

ICA’s stated requirements

  • Lebanese travel documents need a visa, and ICA names no exempt passport type.
  • Documents not in English must be submitted as originals with official translations, plus copies for ICA to retain.
  • Form V39A is in the document list, from a local contact or, failing that, your Embassy.
  • The passport needs at least six months’ validity counted from your entry into Singapore.

Standards we apply

  • A side-by-side check of every translation against its original.
  • A hotel booking and confirmed travel that meet our checklist.
  • Prices and handling estimates exactly as shown here.
  • Our cancellation and refund terms.

Our standards help us present a complete, consistent file. ICA’s decision is its own, and nothing we do can guarantee a visa or entry.

What a Lebanese application contains

ICA’s Lebanon page sets out both a translation rule and a document list. Its requirements come first below, then items that depend on your case, and finally the hotel standard we set ourselves.

  1. ICA requirement

    Form 14A, signed

Your declarations in Form 14A are the basis on which ICA considers the application, and ICA may ask for the signed form. Complete it in full and keep the signed copy.

  2. ICA requirement

    Recent colour photograph

Passport-sized, in colour, no older than three months, and in line with ICA’s photo guidelines.

  3. ICA requirement

    Biodata page copy

A copy of the passport page carrying your photo and personal data; the passport must not expire within six months of your arrival.

  4. ICA requirement

    Form V39A, letter of introduction

ICA includes this letter for Lebanese applicants. It may be signed by a Singapore citizen or PR aged 21 or over who has Singpass access, acting as your local contact.

For meetings or negotiations with a company, the person introducing you has to represent that Singapore-registered business. Where you cannot find anyone in Singapore to sign, ICA will take an introduction letter issued by your Embassy, for business and social trips alike.

  5. ICA requirement for non-English records

Official translations of Arabic and French records

Any supporting record that is not in English, including one printed in both Arabic and French, goes in as the original together with an official English translation. ICA also asks for copies it can keep.

Three kinds of translation satisfy ICA: one prepared by the embassy of the state that issued the record; one prepared by a notary public, either in Singapore or in that state; or a privately made translation that the same embassy has attested or such a notary has notarised. ICA makes clear that no private translation firm carries its endorsement.

  6. Case by case · ICA may request

    Additional supporting documents

ICA may ask for more on a case-by-case basis and warns that an incomplete file may not be accepted. Anything extra that is not in English follows the same translation rule.

  7. Our submission standard

    Hotel and travel bookings

Our booking standard asks for a hotel stay of three nights or longer, rated three stars or more, and for confirmed flights or other transport in and out of Singapore. Under our standard, an Airbnb-type rental or a room at your host’s home is not a substitute for the hotel booking.

Sample images of a biodata page and a suitable photo are on our requirements page.

See the requirements checklist

ICA may still ask for further documents; a complete file helps without deciding anything.

Our prices for Lebanese applicants

Prices are in US dollars, per applicant. Each includes the ICA government visa fee and our professional service charge, which we do not quote as separate amounts. Rows show the entry type you request; columns show the service speed.

Singapore tourist visa fees in US dollars for Lebanese passport holders, by requested entry type and service
Requested entry typeNormal service5–7 working daysExpress service3–5 days
Single-entry$130 USD$180 USD
Double-entry$140 USD$190 USD
Multiple-entry$170 USD$220 USD

USD per applicant

How the prices apply

  • A couple and their child travelling together count as three applicants.
  • A multiple-entry request is only a request. The Singapore authorities set the entries, validity and conditions of any visa.
  • These prices cover our service and the government visa fee. Official translations are obtained separately from the sources ICA accepts.

Processing time and handling estimates

Two clocks run on a Lebanese application. ICA’s starts when the file is submitted; ours, for normal or express handling, starts once your documents and translations are complete. Treat both as estimates, not dates.

Normal service

Our handling estimate

5–7 working days

Suitable when your translations and Form V39A are already in hand.

Express service

Our handling estimate

3–5 days

Our part takes less time for a higher price; ICA’s processing time is unaffected.

  • ICA’s timeframe

ICA’s stated time is three working days after the day the application goes in, with some cases running longer and every case judged on its merits.

  • Translations come first

Official translations, especially those requiring attestation or notarisation, can take longer than the visa itself. Arrange them before anything else.

  • The 30-day guidance

ICA recommends submitting in the 30 days before you arrive, so have everything prepared in advance.

  • Requests for more documents

If ICA asks for something further, the time to obtain and translate it is added.

Preparing and lodging a Lebanese application

There are two routes into ICA’s system. A strategic partner, or a contact of yours in Singapore, can file online on the e-Service, or you can go through a Singapore Overseas Mission, either at the mission itself or via its authorised visa agent, using the procedure on the mission’s website. Turning up at the immigration counter to apply is not an option. Our steps:

  1. Step 1

    Check the passport

Confirm it is an ordinary Lebanese passport with at least six months’ validity beyond your arrival date.

  2. Step 2

List the records that need translating

Identify each Arabic, French or bilingual record you will submit and have each one translated into English by an accepted source.

  3. Step 3

    Arrange Form V39A

Ask your local contact to complete it, or your Embassy if no local contact is available.

  4. Step 4

    Complete Form 14A

Copy your name in Latin letters from the passport, character for character.

  5. Step 5

    Review and payment

We compare originals, translations, forms and bookings and email you about anything to correct. The price then depends on the entry type and service you choose.

  6. Step 6

    Submission and the e-Visa

We lodge the application. If ICA approves it, an e-Visa is issued, and the person or agent who lodged the file can print it from the e-Service.

Keep the originals, the translations, the e-Visa and our emails together, so you can produce any of them quickly if asked.

Passport and photograph checks for Lebanese applicants

Passport validity and the photo are governed by ICA rules; the extra points listed come from our review.

ICA requirement

Passport

Your passport needs six months of validity beyond your intended arrival date.

Scan the biodata page flat and complete, so the photo, number, dates and machine-readable zone are legible.

If your name appears in a French-style transliteration in the passport, such as Ch for the sh sound, keep that exact spelling everywhere else in the file.

ICA requirement

Photograph

Recent, in colour, passport-sized and taken within three months, following ICA’s photo guidelines. Our review adds:

  • Age of the photo: three months at most.
  • Background: plain and light.
  • Face: fully visible and looking straight ahead.
  • Editing: none that changes your appearance.
  • Clarity: in focus, evenly lit, no glare.

After approval: travel, stay and arrival

An approved e-Visa clears you to fly to Singapore and present yourself for entry. ICA is clear that it is not an immigration pass and that the length of stay is decided separately.

Travelling on the e-Visa

Travel before it expires, on the same passport used for the application, with a printed or digital copy.

Period of stay

The stay is fixed on the electronic Visit Pass issued at the checkpoint and emailed to you, independently of the visa’s validity.

Staying longer

To remain beyond the period granted, ICA says you must apply to extend the Short-Term Visit Pass.

Connections via Singapore

Lebanese passports are outside the scope of ICA’s Visa-Free Transit Facility, and we describe no transit arrangement here. Check with ICA before planning a layover outside the airport.

Lebanese families and children

A family trip involves one application for each person. Translated family records need particular care, because one certificate can support several files.

  • Separate applications

Each parent and each child applies individually and is priced as one applicant.

  • A passport for every child

Babies and children travel on their own passports; a collective travel document is not accepted by ICA.

  • Family certificates

A family or civil-status record written in Arabic or French needs an official English translation, and ICA asks for the original and copies too.

  • Matching itineraries

Dates, flights and hotel bookings should be identical across the family’s applications.

Problems we look for in Lebanese files

Our review is designed to catch the points below. Each Lebanese application is assessed individually by ICA, so think of this as a quality check rather than a forecast.

  1. A translation from an unaccepted source

A translation that has not come from the issuing country’s embassy or a notary, and has not been attested or notarised by one, does not meet ICA’s rule.

  2. Treating French as enough

A record written in French, or in Arabic and French, still needs an English translation under ICA’s rule.

  3. Inconsistent transliteration

Lebanese names can appear as Chehade or Shehadeh, Khoury or Khouri. Use the passport’s spelling on every form, translation and booking.

  4. Missing copies

ICA asks for copies it can retain as well as originals and translations. Prepare both.

  5. Relying on an unpublished exemption

ICA’s Lebanon page names no exempt passport category. Check with ICA before you rely on a diplomatic, official or service passport alone.

  6. A letter that does not match

Form V39A should show the same names, passport numbers and dates as your application.

Cancellation and refunds for Lebanese applicants

Our tourist visa refund rules, in short. The complete terms appear on our Refund Policy page.

Before submission to ICA

Cancelling before we submit

If you cancel before we submit your application to ICA, a cancellation fee of USD $50 applies per applicant and application.

The fee is deducted from the amount you paid, and the remaining eligible amount is refunded, subject to applicable law.

After submission to ICA

Once the application is submitted

After submission to ICA, the paid visa service fee is non-refundable, subject to applicable law.

A refusal does not by itself make a submitted application refundable.

If you believe a payment was duplicated or charged incorrectly, contact us so that we can review it. Legally required refunds and billing errors are handled separately.

Nothing in these rules limits statutory consumer rights that cannot be waived.

Lebanese travellers’ questions

Answers for Lebanese passport holders. Each makes clear whether it rests on ICA’s published guidance or on our own practice.

Is a visa required for Lebanese passport holders?

Yes. Under ICA’s Lebanon page, any travel document Lebanon issues needs a visa, and no passport type is exempted.

View the requirements

My certificate is in Arabic and French. Is that acceptable as it is?

No. ICA asks for official English translations of documents in languages other than English, so a bilingual Arabic and French record still needs one.

Who can produce an accepted translation?

Any of three sources: the embassy of the state that issued the record; a notary public there or in Singapore; or a private translator, provided the embassy then attests the work or the notary notarises it. ICA does not endorse translation companies.

Nobody I know lives in Singapore. Can I still get Form V39A?

Yes. ICA’s Lebanon page says your Embassy may issue the letter of introduction when no local contact is available, for either a social or a business visit.

I also hold a European passport. Which rules apply?

The rules for the passport you travel on. This page covers the Lebanese passport; if you will use the other one, look up ICA’s rules for that passport instead.

I work in Dubai. Can I apply without going back to Lebanon?

Yes. The requirement follows your passport, not your address. A strategic partner or local contact can make the e-Service filing while you stay in Dubai, and the nearest Singapore mission or its appointed agent is the other route.

Which spelling of my surname should I use?

As our own practice, we use the passport’s Latin spelling throughout the file, on forms, translations and bookings, even if you normally write the name another way.

How long will ICA take to decide?

Three working days is ICA’s published guide, starting the day after you submit, and certain files take more time. Our normal and express figures relate only to the work we do.

Can I leave Changi Airport on a stopover without a visa?

Not under ICA’s Visa-Free Transit Facility, which does not cover Lebanese passports. Check with ICA before booking any connection that would take you through immigration.

Does the e-Visa include the SG Arrival Card?

No. It is a free declaration filed separately from the visa. Unless an exemption applies, every traveller submits it within a three-day window that includes the arrival day.

About the SG Arrival Card

If I cancel, is my payment refunded?

Before submission to ICA, a USD $50 cancellation fee applies per applicant and application, and the remaining eligible amount is refunded, subject to applicable law. After submission, the paid visa service fee is non-refundable, subject to applicable law.
