🇸🇸Short-stay visa guidance for South Sudanese passports

Singapore Visa for South Sudanese Citizens

Anyone travelling on a passport issued by South Sudan must obtain a Singapore visa first, and ICA lists no passport type as exempt. English is widely used in South Sudanese records, which keeps translation work modest, so the main preparation tasks are the letter of introduction, a passport with enough life left in it, and consistent names.

What Singapore asks of South Sudanese passport holders

ICA includes South Sudan in its list of visa-required countries. Because the rule depends on the issuing country, a South Sudan passport means a visa must be in place before departure, whatever the reason for a short visit.

ICA keeps separate guidance for South Sudan and for Sudan. They are two issuing countries, so a traveller should read the page that matches the passport in hand rather than assume the two are interchangeable. This guide is about passports issued by South Sudan.

The South Sudan page exempts no passport category; diplomatic, official and service passports go unmentioned, and holders of those should confirm their position with ICA. Ordinary passport holders follow the steps below: Form 14A, a recent photograph, a copy of the data page and Form V39A, plus official translations of anything not in English.

We check the documents, line up names and dates across the file, and file it by a channel ICA recognises. The visa decision is ICA’s, and so is the decision on entry when you arrive.

Our work on a South Sudanese file

  • Letter of introduction check

Form V39A is compared against your Form 14A for names, passport number and dates.

  • Language review

We identify any record not in English, so that only those documents need translating.

  • Labelled checklist

Each item shows whether ICA requires it, may request it, or whether the standard is ours.

  • Lodging and the result

We file the finished application and email you ICA’s decision.

Arrange the letter of introduction before anything else; it depends on someone else and everything else in the file can be prepared around it.

South Sudanese travellers covered by this guide

These examples apply ICA’s South Sudan guidance to common circumstances. They explain the published rule and do not anticipate any decision.

  • Passport holders in Juba, Wau, Malakal or Bor

Holders of an ordinary South Sudanese passport need a Singapore visa; everything below applies.

  • South Sudanese living in Kenya, Uganda or Ethiopia

Residence in Nairobi, Kampala or Addis Ababa does not alter the requirement for a South Sudan-issued passport, only the most convenient place to submit.

  • Travellers holding a Sudanese passport

If your passport was issued by Sudan rather than South Sudan, ICA’s Sudan guidance applies to it, not this page.

  • Diplomatic, official and service passports

Not exempted on ICA’s South Sudan page, so check with ICA before flying without a visa.

  • Visiting a company in Singapore

Meetings with a Singapore company require a Form V39A signed on that company’s behalf.

Rules ICA publishes for South Sudan

  • All South Sudan-issued travel documents require a visa, with no exempt category.
  • Anything not in English goes in as the original, an official English translation and a copy for ICA.
  • Form V39A is part of the list, from a local contact or, without one, your Embassy.
  • Six months or more of passport life must remain on your arrival date.

Our preparation standards

  • Matching names and passport numbers across every form and booking.
  • A hotel booking and confirmed travel that pass our checklist.
  • Published prices and service estimates, applied as shown.
  • Our cancellation and refund rules.

These standards keep the file consistent. ICA’s judgement is independent of them, and no standard of ours can secure a visa or entry.

Preparing a South Sudanese visa file

Start with ICA’s own list for South Sudan; after it come items ICA might request in a given case, and finally our hotel standard.

  1. ICA requirement

    Form 14A, signed

Complete each section of Form 14A and sign it. Your answers form the basis of ICA’s assessment, and ICA can call for the signed original, so file it safely.

  2. ICA requirement

    Recent photo

A colour photograph in passport format, no more than three months old, meeting ICA’s photo guidelines.

  3. ICA requirement

    Passport data page

A legible photocopy of the personal-particulars page, from a passport still valid half a year after your arrival.

  4. ICA requirement

    Form V39A

South Sudan’s list includes Form V39A. Your local contact needs Singapore citizenship or PR, an age of at least 21 and Singpass access; when the visit is for business, the signatory has to represent the Singapore-registered firm.

Without a local contact, the Embassy route is open: ICA takes an Embassy-issued introduction letter for both leisure and business travel.

  5. Conditional · ICA rule for non-English records

Records that are not in English

Many South Sudanese records are in English and need no translation. Should you include one in Arabic or another language, ICA expects three things with it: an official English translation, the original document and a copy to keep.

With a record issued in South Sudan, three options satisfy ICA: a translation done by South Sudan’s embassy, one done by a notary public in South Sudan or in Singapore, or a private one certified afterwards through that embassy’s attestation or such a notary’s notarisation. ICA does not back any private translation company.

  6. Case by case · ICA may request

    Further supporting papers

ICA may ask for more, and an application without enough documentation may not be accepted. Any additional non-English item needs the same treatment.

  7. Our submission standard

    Hotel and travel arrangements

We ask for a hotel stay of no fewer than three nights at a property of three stars or above, plus confirmed transport to and from Singapore. Under our standard, a private home or rental does not replace the hotel booking.

Our requirements page shows a sample passport data page and a photo that meets the standard.

Requirements checklist

ICA may request more information at any point. A full file supports an application without deciding it.

Prices for South Sudanese applicants

Prices are per applicant and in US dollars. Each covers the ICA government visa fee and our professional service charge; the government share is not quoted separately. Select a row for the entry type and a column for the service speed.

Timing for a South Sudanese application

Our estimates measure the time we take once your complete file is with us; ICA’s processing begins after submission. The two are separate and neither fixes a date.

Normal service

Our estimate

5–7 working days

Works when your Form V39A is already signed.

Express service

Our estimate

3–5 days

Faster handling from us at a higher price; ICA works to its own timetable regardless.

  • ICA processing

ICA’s guide is three working days, starting the day after submission, though some cases take longer and each is assessed individually.

  • Letter first

The introduction letter, whoever signs it, can decide how quickly the whole application moves.

  • The month before travel

Submit inside the 30-day period before you land, as ICA advises, with everything prepared in advance.

How a South Sudanese application is lodged

Two routes lead to ICA: online filing on its e-Service by a strategic partner or your local contact in Singapore, or the Singapore Overseas Mission nearest to you, in person or via its appointed visa agent, as that mission describes. Visas are not issued at the immigration counter. Our steps are:

  1. Step 1

    Check who issued your passport

This guide applies to passports issued by South Sudan. Confirm at least six months of validity after arrival.

  2. Step 2

    Arrange Form V39A

A qualifying local contact signs it; otherwise approach your Embassy.

  3. Step 3

    Identify non-English records

Translate only those, using a source ICA accepts.

  4. Step 4

    Complete Form 14A

Transfer every name from the passport without changing spelling or order.

  5. Step 5

    Review and payment

We cross-check the file and email you any fixes; you then pay the price for your entry type and speed.

  6. Step 6

    Lodging and the e-Visa

We lodge the application. An approval arrives as an e-Visa that the filing party can print from ICA’s e-Service.

Keep the e-Visa and a copy of the passport data page with you for the journey.

South Sudanese passport and photo checks

The validity rule and the recent-photo rule come from ICA. Our additional checks are listed with them.

ICA requirement

Passport

Put your arrival date next to the passport’s expiry date: there must be at least six months between them.

Photocopy or scan the data page in full, keeping the photo and machine-readable lines legible.

If you have more than one passport, use the one issued by South Sudan consistently for the application, bookings and travel.

ICA requirement

Photograph

Colour, passport-sized and no older than three months, following ICA’s photo guidelines, which prohibit altered or enhanced images. We also check:

  • Taken within the last three months.
  • Plain, light background.
  • Face clearly visible, looking ahead.
  • No retouching or filters.
  • Sharp, evenly lit image.
  • Phone photos: ICA advises against selfies and suggests using an app designed for passport photos.

Arriving in Singapore with the e-Visa

Approval lets you board for Singapore and present yourself at immigration. In ICA’s terms the e-Visa is not an immigration pass, and the stay is settled at the checkpoint.

Before you fly

Check that the e-Visa is still valid and that it matches the passport you are carrying.

How long you can stay

ICA emails an electronic Visit Pass on arrival that shows the permitted stay; the visa’s validity does not set that period.

Entry decision

ICA officers decide whether to admit you, even when an e-Visa has been approved.

Extending your stay

Any extension is a separate application to ICA for a longer Short-Term Visit Pass; the e-Visa plays no part in it.

Connecting flights

South Sudan is not one of the nationalities covered by ICA’s Visa-Free Transit Facility. Ask ICA before planning a stopover that involves passing immigration.

South Sudanese families and children

Every family member is a separate applicant, so each person’s documents, including any letter of introduction, should carry that traveller’s own details.

  • Separate files

Parents and children are priced and filed one by one.

  • Children’s passports

Each child must hold a passport of their own; collective documents are refused by ICA.

  • Introduction letters

Check that each Form V39A refers to the right traveller and uses that person’s passport details.

  • Same trip details

Hotel nights and flights should match across all the family’s applications.

Issues our review looks for

We check for the following before lodging. ICA judges each case on its merits; the purpose here is a correct file, not a forecast.

  1. Reading the wrong country page

Separate ICA pages exist for Sudan and South Sudan; match the page to your passport’s issuer.

  2. Translating what does not need it

English-language records need no translation; only non-English documents do, and only from accepted sources.

  3. A name order that changes

If the passport lists several names, keep every one of them, in the printed order, on forms and tickets.

  4. An expiry date too close

The six-month count starts on your arrival date in Singapore.

  5. A personal friend signing a business letter

A friend cannot introduce a business trip; the signatory must represent the Singapore company concerned.

  6. No copies

ICA asks for copies it can retain alongside originals and translations.

Cancellation terms for South Sudanese applicants

How cancellation and refunds work for tourist visa applications, in short; the Refund Policy page has every detail.

Before submission to ICA

Cancelling before we submit

If you cancel before we submit your application to ICA, a cancellation fee of USD $50 applies per applicant and application.

The fee is deducted from the amount you paid, and the remaining eligible amount is refunded, subject to applicable law.

After submission to ICA

Once the application is submitted

After submission to ICA, the paid visa service fee is non-refundable, subject to applicable law.

A refusal does not by itself make a submitted application refundable.

If you believe a payment was duplicated or charged incorrectly, contact us so that we can review it. Legally required refunds and billing errors are handled separately.

Nothing in these rules limits statutory consumer rights that cannot be waived.

South Sudanese travellers’ questions

Short answers; each states whether it reflects ICA’s guidance or our own practice.

Is a visa required on a South Sudanese passport?

Yes. Under ICA’s South Sudan page every South Sudan-issued travel document needs a visa, and there is no exempt passport type.

View the requirements

Are South Sudanese and Sudanese passports treated the same?

No. They are separate issuing countries with separate ICA pages, so use whichever page matches the cover of your passport.

My documents are in English. Do they need translating?

No. ICA’s translation rule applies only to documents in a language other than English.

One of my certificates is in Arabic. Who can translate it?

South Sudan’s embassy can, as can a notary public in South Sudan or Singapore. A private translator’s version also works once the embassy attests it or a notary notarises it.

I live in Kampala. Can I still apply?

Yes. Applicants in Uganda can have the application filed online by a strategic partner or local contact, or approach a Singapore mission in the region or its appointed agent.

Can the letter of introduction come from my Embassy?

Yes, when no local contact can provide one. ICA’s South Sudan page accepts an Embassy letter for social and business visits.

Which order should my names go in on the form?

As our own practice, exactly the order printed in your passport, with every name included.

How long does ICA usually need?

ICA quotes three working days, the submission day excluded, and warns some applications take longer. Our normal and express figures are separate.

Is a visa-free transit available to me?

No. South Sudanese passports are outside ICA’s Visa-Free Transit Facility, so discuss any plan to go landside with ICA beforehand.

What else do I need before landing?

The SG Arrival Card: free, separate from the visa, and filed by everyone who is not exempt in the three days before landing, counting the day of arrival.

About the SG Arrival Card

Is a visa issued on arrival in Singapore?

No. ICA does not process visa applications at its immigration counters, so approval must come first.

Where will my Visit Pass be sent?

ICA notifies visitors of their electronic Visit Pass by email, so give a valid email address when you submit the SG Arrival Card.

What are the cancellation rules?

Before submission to ICA, a USD $50 cancellation fee applies per applicant and application, and the remaining eligible amount is refunded, subject to applicable law. After submission, the paid visa service fee is non-refundable, subject to applicable law.
