🇺🇿Singapore entry guidance for passports issued by Uzbekistan

Singapore Visa for Uzbek Citizens

Uzbek citizens on ordinary passports apply for a Singapore visa before any visit. Uzbekistan is also one of the nationalities ICA lists for a conditional 96-hour transit facility, which is easy to mistake for visa-free entry. Here we set the two side by side and then turn to a detail worth settling early: one name that can be written in Latin, Cyrillic and Russian forms.

  • From $130 USD

    All-in price per person

A single amount in US dollars, with the government visa fee built in.

  • 5–7 working days · 3–5 days

    Our handling speeds

Choose normal or express for our stage; ICA’s timing is separate.

  • Transit is conditional

The 96-hour facility covers onward journeys only, never an ordinary visit.

  • Only diplomats exempt

ICA exempts diplomatic passports; official and service passports are not named.

Singapore’s rules for an Uzbek passport, in brief

ICA includes Uzbekistan among the countries whose travel documents require a visa. If you hold an ordinary Uzbek passport and intend to spend time in Singapore, for sightseeing, shopping, visiting family or meeting a business partner, the visa has to be approved before you travel.

The exemption on ICA’s Uzbekistan page is narrow. It names holders of diplomatic passports only. Official and service passports are not mentioned, so anyone travelling on one should not assume they are exempt and should check with ICA first.

ICA’s core list for Uzbekistan has only three items, namely the signed Form 14A, a photograph from the last three months and a copy of the passport data page. Form V39A, the letter of introduction, appears only as something ICA may require case by case. Most of the real effort goes into translations and into keeping names consistent.

Separately, ICA names Uzbekistan in the Commonwealth of Independent States group that may qualify for its 96-hour Visa-Free Transit Facility. That arrangement exists for travellers moving on to, or coming back from, another country, and it comes with conditions. It does not let an Uzbek citizen take a short holiday in Singapore without a visa.

We take care of the checking and the filing. We compare every document against your passport, sort out what needs translating, and submit through a channel ICA accepts. ICA decides the visa, and its officers decide whether to admit you.

Our work on an Uzbek application

  • One spelling, everywhere

We pick out any Cyrillic-based or Russian-style spellings and bring them in line with the passport.

  • Documents needing translation

Uzbek and Russian records are separated from English ones so only the former are translated.

  • Route review

If your plans involve a stopover, we point out whether a visa or the transit rules apply.

  • Lodging and result

We submit the completed file and email you ICA’s decision.

Fix the spelling of every name before you book anything. It is far easier to get the flights right first than to correct them later.

Uzbek travellers this page covers

These scenarios apply ICA’s Uzbekistan guidance to typical travellers. They illustrate the rules and say nothing about how a particular application will turn out.

  • Ordinary passport holders in Tashkent, Samarkand, Bukhara or Namangan

A visit to Singapore needs a visa, and the documents and steps below apply.

  • Uzbek citizens living in Russia, Kazakhstan, South Korea or Türkiye

Your country of residence may change where you file, but an Uzbekistan-issued passport still requires a visa.

  • Diplomatic passport holders

ICA exempts this category. Admission is still assessed at the checkpoint.

  • Official and service passport holders

These are not mentioned in ICA’s Uzbekistan exemption, so confirm your position with ICA before travelling.

  • Passengers on a journey through Singapore

A genuine onward journey within 96 hours may fall under the transit facility, subject to its conditions and to ICA’s assessment.

ICA’s Uzbekistan guidance

  • Uzbekistan-issued travel documents need a visa, except diplomatic passports.
  • Non-English documents go in as the original, an official English translation and a copy for ICA.
  • ICA may ask for Form V39A in individual cases; it is not on the standard list.
  • Your passport must be valid for six months or more from your date of entry.

How we prepare Uzbek files

  • The passport’s Latin spelling, used without variation on every document.
  • Hotel and transport bookings that meet our checklist.
  • Prices and service estimates exactly as we publish them.
  • Our published cancellation and refund terms.

Our standards help produce a tidy, consistent application. ICA’s assessment does not depend on them, and we cannot guarantee a visa or entry.

Assembling an Uzbek application

ICA’s three core items for Uzbekistan come first, followed by the documents that depend on your circumstances and then our accommodation standard.

  1. ICA requirement

    Form 14A with your signature

ICA processes the visa on the basis of what you declare in Form 14A, and it may ask for the signed form. Complete every section carefully and sign it.

Type each name as it appears in the Latin-letter field of the passport. Do not convert from a Cyrillic spelling yourself.

  2. ICA requirement

    A recent colour photo

One passport-sized colour photograph, taken within the last three months and meeting ICA’s photo guidelines.

  3. ICA requirement

    Photocopy of the biodata page

A clear copy of the page carrying your photograph and details. The passport must stay valid for at least six months from the date you enter Singapore.

  4. Conditional · ICA rule for non-English records

    Records in Uzbek or Russian

Uzbek documents may be written in Latin or Cyrillic script, and some are issued in Russian. Whatever the script, a document not in English needs an official English translation, submitted with the original and a copy for ICA to retain.

For a document issued in Uzbekistan, ICA accepts a translation by the Embassy of Uzbekistan, by a notary public in Uzbekistan or Singapore, or a private translation subsequently attested by the embassy or notarised by such a notary. ICA does not endorse any private translation company.

  5. Case by case · ICA may request

Form V39A and other supporting papers

ICA’s Uzbekistan page lists Form V39A, the letter of introduction, as an example of an additional document that may be required case by case. You do not need to arrange one in advance unless it is requested.

ICA may also ask for other documents, and an application with insufficient documentation may not be accepted. If anything extra is requested, we will explain what is needed at that stage.

  6. Our submission standard

    Your accommodation and journey

We ask for a confirmed hotel reservation covering three nights or more at a three-star or higher hotel, plus confirmed transport into and out of Singapore. Under our standard, staying with relatives or in a rented apartment does not replace the hotel reservation.

See our requirements page for sample images of an acceptable data page and photograph.

Requirements checklist

ICA can ask for more at any time. A well-prepared file supports the assessment without deciding it.

Our prices for Uzbek passport holders

All prices are per applicant in US dollars. Each includes both the ICA government visa fee and our professional service charge, presented as a single total. Read across from the entry type you want to request to the service speed you prefer.

Timeline for an Uzbek application

Our estimates cover our stage, which starts once your file is complete. ICA’s processing follows submission. Neither stage comes with a guaranteed date.

Normal service

Our estimate

5–7 working days

Works well when names are settled and any translations are in hand.

Express service

Our estimate

3–5 days

Quicker handling on our side at a higher price; ICA sets its own pace.

  • What ICA publishes

A target of three working days, starting the day after submission. ICA notes that some cases run longer and that it looks at every application individually.

  • Where delays start

Correcting a misspelt ticket or waiting for a translation can hold up a file before it ever reaches ICA.

  • Timing your submission

ICA advises applying within 30 days before arrival, so fix your dates before you begin.

How an Uzbek application reaches ICA

There are two routes. A strategic partner or a local contact in Singapore can submit through ICA’s e-Service, or you can apply at the nearest Singapore Overseas Mission or through its authorised visa agent under that mission’s procedure. ICA does not take visa applications at the immigration counters. Our process:

  1. Step 1

    Visit or onward journey?

Decide whether Singapore is your destination. If it is, you need a visa.

  2. Step 2

    Check the passport

An ordinary Uzbek passport, valid for six months past the day you arrive.

  3. Step 3

    Settle the spelling

Book flights and the hotel in the passport’s Latin spelling before filling in any form.

  4. Step 4

    Collect and translate

Gather the photo and data-page copy, and translate any Uzbek or Russian records through an accepted route.

  5. Step 5

    Our review, then payment

We go through the file, tell you about any fixes, and you pay for your entry type and speed.

  6. Step 6

    Filing and the e-Visa

We file the application. On approval, the filing party can print the e-Visa from ICA’s e-Service.

Travel with the printed e-Visa and your passport, and keep digital copies too.

Uzbek passport and photo requirements

The six-month validity rule and the three-month photo rule are ICA’s. We add the following checks.

ICA requirement

Passport

Work out the date six months after your arrival in Singapore. The passport must not expire before it.

Scan the complete data page, with the photo and both machine-readable lines clear and uncut.

Uzbek Latin script uses letters such as oʻ and gʻ, and writes as x a sound that Russian-based spellings render as kh. Booking systems may drop the apostrophe-like marks. Follow the passport’s Latin field as closely as each system allows, and never mix in a Russian-style version of the name.

ICA requirement

Photograph

Colour, passport-sized, under three months old and in line with ICA’s photo guidelines, which prohibit any alteration or enhancement. Our checks:

  • Taken in the past three months.
  • Light, uniform background.
  • Face centred and looking straight ahead.
  • No retouching, filters or edits.
  • In focus and evenly lit.
  • ICA advises against selfies and recommends a passport-photo app for phone photos.

Four different things: visa, transit facility, airside connection, arrival card

Uzbek travellers come across four separate arrangements when passing through or visiting Singapore. Mixing them up can lead to an unplanned problem at the airport.

1. The visa, for an actual visit

An approved e-Visa lets you board for Singapore and present yourself for entry. ICA does not regard it as an immigration pass; admission is decided by officers at the checkpoint.

2. The 96-hour transit facility

Uzbek citizens fall within ICA’s CIS group, which may qualify when Singapore lies on a journey to or from another country and the traveller already holds an air ticket out within 96 hours. Arrival can be by land, sea or air; the exit must be a flight.

What the facility does not do

It is not automatic. Prevailing entry requirements still apply, ICA officers assess entry at the checkpoint, and no extension of stay is allowed.

3. Staying airside on a connection

Travellers who change flights without clearing arrival immigration are transit travellers in ICA’s terms. If your airline makes you collect luggage or check in again, you pass immigration and entry requirements apply.

4. The SG Arrival Card

Anyone clearing immigration, whether with a visa or under the transit facility, submits it; it is free and is not a visa. Travellers who stay airside do not.

Length of stay on a visit

Your stay is set by the electronic Visit Pass ICA grants on arrival and emails to you, not by the visa’s validity. Extensions are a separate application to ICA.

Uzbek families and children

In ICA’s process each family member is a separate applicant, and every file should hold up on its own while matching the others.

  • A passport per traveller

ICA requires every traveller, regardless of age, to have an individually issued travel document; collective documents are not accepted.

  • Priced and filed individually

Each adult and child is a separate application with a separate applicant price.

  • Linking documents

Birth certificates in Uzbek or Russian that show family relationships need an accepted English translation if you include them.

  • Matching spellings between relatives

A shared surname should appear the same way on each family member’s bookings as on their own passport. Where passports differ, follow each person’s own passport.

Problems we screen for in Uzbek files

Our review is built to catch these before submission. ICA considers each application on its own merits; we are aiming for an accurate file, not predicting a result.

  1. Booking from a Cyrillic or Russian spelling

“Xolmatov” in a passport and “Kholmatov” on a ticket refer to one person but look like two. Book in the passport’s spelling.

  2. Assuming an official passport is exempt

ICA’s Uzbekistan exemption covers diplomatic passports only.

  3. Planning a holiday on the transit facility

The VFTF is for travel to or from a third country with an onward flight within 96 hours, not for a visit to Singapore itself.

  4. Untranslated Cyrillic documents

Uzbek in Cyrillic and Russian are both non-English and need accepted translations.

  5. Validity measured too early

Six months are counted from your entry into Singapore, not from your application date.

  6. No copies for ICA

Supply copies ICA can keep along with the originals and translations.

Cancelling an Uzbek application

An outline of cancellation and refunds for tourist visa applications; full terms are on the Refund Policy page.

Before submission to ICA

Cancelling before we submit

If you cancel before we submit your application to ICA, a cancellation fee of USD $50 applies per applicant and application.

The fee is deducted from the amount you paid, and the remaining eligible amount is refunded, subject to applicable law.

After submission to ICA

Once the application is submitted

After submission to ICA, the paid visa service fee is non-refundable, subject to applicable law.

A refusal does not by itself make a submitted application refundable.

If you believe a payment was duplicated or charged incorrectly, contact us so that we can review it. Legally required refunds and billing errors are handled separately.

Nothing in these rules limits statutory consumer rights that cannot be waived.

Frequently asked by Uzbek travellers

Concise answers, each indicating whether it rests on ICA’s guidance or on our practice.

Does an Uzbek passport holder need a Singapore visa?

For an ordinary passport, yes. ICA requires a visa for Uzbekistan-issued travel documents and exempts diplomatic passports only.

View the requirements

I have a service passport. Am I exempt?

ICA’s Uzbekistan page does not say so; it names diplomatic passports only. Check with ICA before travelling without a visa.

What are the conditions of the 96-hour transit facility?

ICA’s published conditions for the CIS group: you are passing through Singapore between two other countries, and you hold a confirmed air ticket that takes you out of Singapore inside 96 hours. Any mode of arrival is allowed; departure has to be by plane.

You must also meet the prevailing entry requirements, entry is assessed by ICA officers, and the stay cannot be extended.

Our general FAQ on transit

Can I fly Tashkent to Singapore and back to Tashkent under the facility?

ICA describes the facility for travellers in transit to or from a third country. A trip to Singapore and straight back is a visit, so plan for a visa.

Do I submit the SG Arrival Card if I never leave the airport?

No. ICA exempts travellers transiting without seeking immigration clearance. If you clear immigration for any reason, including under the transit facility, you submit it within three days before arrival, counting the arrival day.

About the SG Arrival Card

Do I need a Singapore sponsor or letter of introduction?

Not by default. Form V39A is named on ICA’s Uzbekistan page only as an example of extra paperwork that individual cases may call for. Should ICA ask for it, we will tell you what it involves.

My birth certificate is in Uzbek Cyrillic. Does it need translating?

Yes, if you include it. ICA requires an official English translation for any document not in English, whatever the script.

Which translations does ICA accept for Uzbek records?

A translation by the Embassy of Uzbekistan, one by a notary public in Uzbekistan or Singapore, or a private translation that the embassy attests or such a notary notarises.

I work in Seoul. Can I still apply?

Yes. The requirement follows your passport. A strategic partner or local contact can file online, or you can use the Singapore Overseas Mission that serves you or its authorised visa agent.

How long does ICA take to process?

ICA’s guide is three working days, the submission day excluded, with some applications taking longer. Our own normal and express estimates are separate.

Where do I find the length of stay I have been given?

ICA emails your electronic Visit Pass after you arrive, showing the period granted and your last permitted day. Give a valid email address in your SG Arrival Card.

What if I need to cancel an Uzbek application?

Before submission to ICA, a USD $50 cancellation fee applies per applicant and application, and the remaining eligible amount is refunded, subject to applicable law. After submission, the paid visa service fee is non-refundable, subject to applicable law.
